Abstract
The appointment system of teachers in compulsory education is a strategic institutional arrangement for the employment of teachers in China. This study selected 1330 policy documents related to the appointment system of teachers in compulsory education from 1985 to 2022. Using the document measurement method, it studied the characteristics of their policy diffusion at the central and local levels, and carried out keyword timing analysis by constructing reference networks of policy documents and their promulgating subjects, respectively. It found that the inter-governmental relationship of the subject of policy promulgation presents obvious hierarchical characteristics. It also measures and studies the policy diffusion behavior of the appointment system of compulsory education teachers in China from the aspects of intensity, breadth, speed and direction. From this it can provide a basis for policy formulation and implementation of the appointment system of compulsory education teachers in China.
