- Social Concerns in the Liberalization of Korea’s Higher Education: Between Regulation and Deregulation

This thesis aims to examine the extent of social concerns regarding the regulations in Higher Education administration of Korea in preparation for a long-term full-scale liberalization of Education Services towards the GATS Regime. In order to grasp the extent of social concerns, a large survey was designed and implemented in 2002, targeting 4,657 key-players in the education arena. Results of the survey show that social concerns are divided into two parts: in favor of- and against the GATS Regime. To make the GATS regime as a good opportunity to enhance the quality of higher education, Korea should keep in mind a few principles in the liberalization of education services. By adhering to those principles, the list of liberalization should be extended from a positive to negative ones over time.
