This study aims to conceptualize the notion of learningfocused welfare in the new normal era of education
and analyze education policies from a perspective of
learning-focused welfare. It also explores factors that
influence the implementation of learning-focused
welfare in schools and proposes systematic plans and
tasks to improve policies.
