Current issue
Whereas the overall school-age population has been on the decline, the number and proportion of students with an immigrant background has been increasing, resulting in a changing school environment. With schools in immigrant-dense areas having a high concentration of students with an immigrant background, it has led to issues regarding the operation of educational activities such as class and guidance, as well as various forms of educational disparities. Therefore, it is necessary to be prepared for the transition to a multicultural society as the population with an immigrant background increases, at the educational level.
Diagnosis
The key issues from the analysis of the current situation of schools in immigrant-dense areas were: (1) “educational support,” “career education,” and “provision of customized information” in the domain of school management; (2) “customized lessons,” “customized assessments,” and “multicultural education for all” in the domain of educational activities; and (3) “teacher professionalism,” “community connection and collaboration,” and “participation and education of parents with an immigrant background” in the domain of school culture. These findings indicate that operating schools in immigrant-dense areas not only requires educational support, career education, and customized education for students with an immigrant background, but also the capacity and cooperation of the educational community, such as boosting the participation and education of parents with an immigrant background, strengthening teacher professionalism, and invigorating connections and collaborations with the local community.
Policy suggestion
Schools in immigrant-dense areas are faced with the challenge of ensuring the growth of both students with and without immigrant backgrounds. Policies need to be reoriented and implemented in a way that builds on the “growth of all learners as citizens,” and ultimately supports their “growth as proactive citizens that contribute to the sustainability of a multicultural society in the future.”
