There is a need for a flexible education system to respond to societal changes and to practice learnercentered education. A flexible education system requires flexibilization of the standardized school system and cooperative governance. Previous research showed how combined schools can lead the flexibilization of the school system by making available various combined education systems based on the construction of cooperative governance between different schools. The purpose of this research was to explore ways to operate a combined school system for elementary and junior high schools, as well as the ways to manage a flexible education system.
