International Comparative Study on Korean Adolescents' Civic Competencies:

Participating in International Civic & Citizenship Education Study (ICCS)



The purpose of the study is a) to investigate the result of the International Civic and Citizenship Education Study (ICCS) of the International Association for the Evaluation of Educational Achievement (IEA) and b) to examine the current state of Korean ICCS survey to suggest political implications for civic education in Korea.

The study addresses the framework of ICCS survey, which is the evaluation instrument and reviews the historical changes and current situation of curriculum for civic education in Korea, which describes the history of civic education and compares the curriculum of civic education in term of ICCS framework.

The findings show that the civic education in Korea has been changed from ideological conflict to post-ideological structure of which curriculum included intellectual domain, emotional domain, and behavioral domain in the view of key competencies. However, in the real context of schools, behavioral domains such as attitude, participation, and practice have been neglected due to the emphasis of intellectuality-oriented instruction.
