A Study on University Education System Improvement in Response to Changing Educational Environment:

Exploring Strategies for Building a Customized Education System



Higher education is facing new challenges and demands for reformation at the time of increased globalization and technological advancement when universal access to higher education is almost achieved and lifelong learning is becoming a norm rather than an exception. The demands are not only requiring a reform at national level, but also asking a transformation at institutional level. In response to the latter, the purpose of this study lies in diagnosing problems in higher education system: from access, through teaching and learning process, to outcomes. The study also explores ways to improve the effectiveness of higher education system. To accomplish these, this study conducted literature review, interviews, case studies, and also sought expert advice. The detailed research questions of the study are as follows. 1) What changes should be brought to higher education in the midst of major social changes? 2) What do administrators, faculties and students point as problems of higher education in contexts of changing demands for higher education? 3) How could the educational system be improved to meet the needs and demands of diversifying learners?
