Research on Current Status and Improvement Plans for Primary and Secondary National Education Policy Projects

National level education policy projects tend to have complicated financial structure and are operated in various ways from a discovery phase to financing and execution phases. While some projects are entirely driven by the central government, the Ministry of Education (MOE) which finances and promotes the projects, others are initiated by the central government but municipal and provincial offices of education are obliged to finance the projects, or they take full responsibility in operating and providing the projects after a period.

As it has been pointed out that the projects had not been planned and promoted according to specific criteria and bases, it is necessary to define the criteria for policy making and the scope for projects and to specify the measure for financing by deciding the role of the central government and municipal and provincial offices of education.

This research aims to analyze the actual status and issues of the policy making process and the budget allocation in national education policy projects in primary and secondary education which are funded by government subsidies including special grant and municipal and provincial share of expensesfor 2015 fiscal year budget. The improvement plans are divided into three categories, including policy-making process, budget allotment and plans for enhancing efficiency of supporting operations of the projectsin national education policy projects.
