Study on capacity-building strategies for local educational autonomy



The purpose of this study was to derive the principles and directions for promoting local educational autonomy based on the results of the analysis of the current practices, directions, and agenda regarding local educational autonomy, and to seek ways to strengthen the capacity of local educational administrative agencies. However, local educational autonomy cannot be realized by policy planning and implementation of local education administrative agencies alone, and thus should be based on the collaboration and participation of educational actors from the policy planning stage. Therefore, this study was not only limited to finding measures to strengthen the capacity of local educational administrative agencies, but also aimed to propose policy measures for institutional improvement at the national level, raising social awareness, and preparing various conditions that encourage participation of educational actors around local education including local governments, schools, school members, and communities.
