Financial Investment Plan to Improve the Quality of Higher Education

The purpose of this study is to set the principal agents of higher education as the students and professors, to reestablish the criteria of the quality of higher education based on their needs, to identify the causes influencing the criteria, and to propose a financial investment plan to improve the quality of higher education. To this end, the reestablishment of the criteria for quality higher education, its influencing factors, and the present condition of the higher education budget at the levels of both government and universities were analyzed. Quantitative analysis was carried out to investigate the factors influencing the students’ time invested in learning and the professors’ time invested in teaching; meanwhile, qualitative analysis was conducted using data gathered from interviews with the students and the professors to compensate for limitations in the quantitative analysis. Following the comprehensive evaluation of analysis results, a financial investment plan towards improving the quality of higher education is proposed.
