The rapid decline of the school-age population is
intensifying universities’ management difficulties and
financial deficit. This research aims to diagnose the
state of marginal universities and provide solutions for
rapid and stable risk management to ultimately enhance
universities’ contribution as a social institution and to
sustain the higher education system.
