Diagnosis and Policies on Shadow Education (Ⅰ): Diagnosis on Causes & Problems and Comprehensive Policies



The purpose of this study is to overcome the limitations of numerous previous studies that only suggested partial measures based on approaching fragmentarily, and to establish comprehensive policy measures through diagnosis the causes and problems of current shadow education by conducting a survey of education suppliers and consumers. This study also tries to differentiate itself from precedent studies not only by providing a single standardized policy measures for the nation as a whole, but also strategies for the classified grades, regions, income levels, and subjects, and by specifying short and long term road maps to applying these policy measures.
