A study of Framework Development for the Evaluation of In-service Teacher Training Institutes



Under the 2011 work plan of the Ministry of Education, Science and Technology to evaluate In-service Teacher Training Institutes under the Provincial Offices of Education, this study aims at developing an evaluation framework, drafting standards and indicators, and proposing policy recommendations for effective evaluation of in-service teacher training institutes under the provincial offices of education.

There are three objectives in evaluating In-service Teacher Training Institutes under the Provincial Offices of Education. First objective is to up-grade the quality of In-service Teacher Training Institutes. Evaluation of In-service Teacher Training Institutes under the Provincial Offices of Education intends them to improve human and physical infrastructures and operation of training programs through systematic evaluation of their management and conditions, programs, outcomes. Second objective is to provide reference data for administrative support using the result of evaluation. Evaluation of In-service Teacher Training Institutes under the Provincial Offices of Education provides relevant data required in setting policy directions on in-service teacher training, and providing reasonable administrative support following the evaluation result. Third objective is to provide consumers like teachers and schools, etc, with necessary basic informations. Through the result of Evaluation of In-service Teacher Training Institutes, teachers could identify informations on the condition and the quality of the In-service Teacher Training Institutes where they plan to take training, and schools could refer in making a teachers' prfessional development plan.
