A Study for Innovation of the Human Resources Statistics (Ⅲ): Improving the Statistical System on Creative talent



In the knowledge based society is the knowledge more important than land, capital, and labor for the economic development. Creating Knowledge is a key element for the sustainable development. According to this change are the excellent human resources most important factors for keeping the national competitiveness. Many developed countries try to secure excellent human resources for their future development.

In preparation of knowledge-based and globalized society, Korean government also tries to enhance the national competitive power. To achieve this goal the most important thing is to cultivate and to improve the human talent and capacity in people. Korean government has settled Human Excellence Policy as one of the major national policies.

To educate and foster the human resources are necessary to evaluate the current status, to diagnose the problems, and to seek the alternatives. How many human resources do we have, how high is the quality of them, how competent are our human resources compared to developed countries? For this purpose the statistics about the human resources have significant meaning.
