Policies on School Autonomy: Current Status and Improvement Strategies



This study is to check out the school autonomy policies which the government has pushed since 2008 and the demand at the chalkface, and to propose improvement strategies to it. For this, by looking back the history of school autonomy policies and reviewing related theories and precedent studies, this study sets up an analytical framework upon which it is checked out the current status, problems, and the needs for improvement. Referencing for making strategies, we went for guidance to the school autonomy cases in the U.S., the U.K., Finland, Germany and Japan. Methods are documentary research, survey, interview, experts meetings, and policy forum.
