This study aims to analyze practices of the participation of Korean universities in international development cooperation projects and to address challenges arising from this participation. Based on this analysis, this study also aims to arrange policy scheme and strategies that can enhance the effectiveness of university participation.

In order to achieve these goals we set up six research questions as follows: 1) What is the status of the universities which are involved in the international development cooperation projects, 2) What are the certain features of participating universities and what are the purposes they have, 3) What are the challenges and difficulties in fulfilling projects, and what are the differentiated roles that the participating universities have as the actors of international development cooperation project, 4) What are the implications from the cases of advanced countries that have rich experiences in international development cooperation, and the cases of domestic universities that show an unique operational method of carrying out the projects, 5) In which way should the direction of policy be directed to enhance the effectiveness of international development cooperation, and what kind of policy agendas and strategies can be introduced both at the government and university levels.
