Study of Educational Welfare for School-leavers: Focusing on Life Career Development



This study identifies the needs of school-leavers for the support of their life career development, and makes suggestions for the needed policy measures to provide such support. The main questions guiding this study are: (1) the current state of teenagers and young adults who have dropped out of school (“school-leavers”); (2) the needs and demands of school-leavers with regard to the development of their life careers; (3) the significance of the career development education and training programs to school-leavers; and (4) the necessary matters in order to meet the career development demands of school-leavers. To answer these questions, the authors of this study surveyed the literature on the topic; conducted surveys and interviews with school-leavers; analyzed local case studies; conducted focus group interviews; organized meetings with expert advisors; and held public debates. The facts concerned were analyzed using four approaches: nondiscrimination, rights, growth, and system approaches.
