A Study on Substantial Policy of Online Class in Secondary Education to Improve the Right for Learning



Various ways have been explored to guarantee the right for learning and to solve class deficiency as well as incomplete courses. They include transferring or moving to different school, the lack of established courses and elective course in small and remote rural school, minimal participation in the industry field training for the specialized vocational high-school student, student-athletics’ training and participation in tournament, absence from classes due to illness, disorder and other personal reasons. Thus, Propulsion strategy for SMART education was developed in 2011. In addition, Korean Educational Development Institute (KEDI) has operated high-school Online classes since 2013, which was commissioned by the Ministry of Education.
