Study on Role Re-establishment of Open Secondary School in Consideration of Educational Environment Changes



This study was intended from facing a couple of important changes in Open High School (OHS), which are distance education public schools. Those changes include: an increasing number of high school drop-outs entering OHS; and expanding demands on distance education for supplementing f2f classroom instruction in the context of enhancing students' rights for learning. Along this line, the purpose of this study was to explore future roles and functions of distance education-based Open High Schools (OHS) and propose policy plans to actualize them. Such policy plans have their foundation on a systematic analysis on changes in educational environments, and students' characteristics and their educational demands.
