Dr. David N. Plank, Professor of Michigan State University gave a lecture entitled "International Experiences with School Choice: What Have We Learned?" on Nov. 11, 2003. In his lecture, he mentioned that there are three effects of the school choice policies which we could learn from international experiences, and they are to benefit the best-off households, encourage imitation and standardization, and generate pressures for increased regulation. He suggested that reflection on these international experiences with school choice policies is needed to bring about improvement in the educational opportunities provided for all children.

He got M.A. and Ph.D. from University of Chicago and received 36 research grants from internal and external sources during 1984 - 2003. He has been served as a Consultant on educational policy and educational finance to World Bank, USAID, UNDP, OECD, Ford Foundation, and governments in Africa and Latin America. He is currently a Professor and Co-director of the Education Policy Center, Michigan State University.
